Without a proper connection with MS Exchange Server, MS Outlook won't allow you to sync its offline folder (.ost file). So, if there have been some network issues or if Exchange Server is down, the offline folder may remain unworkable by Outlook. Most of such problems can be simply resolved by restoring the file contents from a backup, preferably a PST file. But if no backup exists, the last resort is to use a Convert OST to PST utility that can convert an unusable OST file to a PST file.
To be specific, let's consider the following example illustrating such problems. Say, you use MS Outlook 2007 that is configured in cache mode with Exchange Server and hence accesses an offline folder for downloading e-mails from server. But all of a sudden, it starts reporting synchronization issues. On further investigating the problem, when you view the 'Sync Issues' folder appearing in folder list of Outlook, the below entry of errors is observed:
Synchronizing Mailbox 'USER' Synchronizing Hierarchy Synchronizing server changes in folder 'Inbox' Downloading from server 'Server_Name 1 item(s) changed read-state in offline folder Synchronizing server changes in folder 'Deleted Items' Downloading from server 'Server_Name' Error synchronizing folder 8004011D-526-80040115-0 Microsoft Exchange is not available. Either there are network problems or the Exchange computer is down for maintenance.
The error suggests that Outlook has been unable to synchronize with Exchange Server due to network problems or because of Exchange computer unavailability. The same problem can also occur due to some profile-related concerns or corruption in OST file.

Based on the issue in place, you can consider the following suggestions:
1)Wait till Exchange Server computer goes online or correct the network problems 2)Recreate the affected profile. 3)Run OST integrity tool to fix OST file problems 4)Restore OST from a backup or use a OST to PST conversion tool for getting a workable PST file
